The Labour Force Skills Development and Recognition Framework was implemented in 2001 to foster worker qualification, the overriding objective of the Commission. In achieving this goal, the Commission helps boost the productivity of Québec workers, one of the factors that contributes to maintaining and increasing Quebecers’ standard of living. The Framework facilitates worker skill recognition and development in the workplace, both giving them access to certification.
Since the Framework was first implemented, the Commission has approved some 30 professional standards developed by sector-based labour force committees in concert with the Direction du développement des compétences et de l'intervention sectorielle.
In 2007–2008, in addition to continuing to develop new professional standards that have earned a consensus in their respective economic fields, top priorities include the following:
The sector-based labour force committees (CSMOs) play a major role in developing and implementing the Framework. They are charged with identifying worker qualification needs in their respective sectors, establishing professional standards, proposing learning strategies that best fit the trades covered by the standards and promoting the standards by encouraging businesses to invest in skills development.
In accordance with Commission decisions, regional labour market partner councils (CRPMTs) play a more active role in implementing officially approved professional standards. It is important to coordinate the respective work of the CSMOs, CRPMTs and the Emploi-Québec network.
