The Ministre de l’Emploi et de la Solidarité sociale and the Commission des partenaires du marché du travail (CPMT) have entered into two agreements. One, entitled “Un partenariat actif au service de l’ensemble de la population du Québec pour un service public d’emploi performant et une action concertée en faveur du développement des compétences de la main-d’œuvre” (“An active partnership on behalf of Québec’s population for an effective public service and concerted action to promote the development of workforce skills”) was signed in December 2005. The other one, “Entente relative aux responsabilités attribuées et aux fonctions déléguées à la Commission” (“Agreement regarding the responsibilities and duties attributed and delegated to the commission”) was signed more recently in February 2008.
These two agreements promote increasing the partners’ role and their contribution in developing workforce skills. They lay out the development of responsibilities and duties attributed and delegated to the Commission under the Act respecting the Ministère de l'Emploi et de la Solidarité sociale and the Commission des partenaires du marché du travail and the Act to promote Workforce skills development and recognition.
Consequently, these agreements delegate the following duties and activities to the Commission:
The Commission takes all necessary follow-up actions to fulfill its delegated duties, to exercise the CPMT’s and regional councils’ power of initiative, and to put in place the Direction générale du développement de la main-d’œuvre, whose role is to ensure a more integrated approach to operational responsibilities stemming from the ”Skills Legislation”.
